Children under 16 do not need a fishing license for either saltwater or freshwater.
Everyone else (over the age of 16) must have a fishing license for either freshwater, saltwater or both. A saltwater license will cover most fishing that is done on the Outer Banks. But if you plan to do any freshwater fishing you must purchase a freshwater license as well.
You can buy annual or 10 day saltwater or freshwater fishing licenses. For NC residents, annual license is $15 and ten-day license is $5. For out of state visitors, annual license is $30 and ten-day license is $10. Additional license types are available.

Note: The only jointly managed waters on the Outer Banks are the Currituck Sound down to Wright Memorial Bridge, Kitty Hawk Bay and Alligator River.
